TCBRA 2009 Rules
Purpose & Objectives
To promote the sport of barrel racing for men, women and children of all ages, and be know as Tri County Barrel Racing Association (TCBRA), conducting business as a non-profit organization. To guarantee a just amount of prize money is disbursed in relation to the amount of entries taken per class, less $6 per run in the open and $4 per run in age group and sign up fees. To post information regarding show schedules (a minimum of 12 per calendar year) and current point standings throughout the racing season which begins January 1st and ends December 31st.
Membership
Membership in the association is a privilege not a right. Membership may be terminated by a majority vote of the Board of Directors if it is found that a member’s actions and/or conduct has been or is detrimental to the best interest of the association. All members should become familiar with all rules and regulations as set forth and will be bound by the same.
Membership fees for the 2009 calendar year will be Forty Dollars ($40) per individual and Fifty Dollars ($50) for family. Individual membership. Each member of the Board of Directors will receive a complimentary membership. Each board member will be responsible for getting a $50 sponsorship.
Board of Directors
The Board of Directors consists of the following offices: President, Vice-President, Secretary, Treasurer, Reporter, Points Secretary and Directors. All business and property belonging to TCBRA shall be managed by the Board of Directors including making, adopting and or amending any rule or regulation of the association. It is the responsibility of each officer and director to be present for all Board meetings. Each officer and director will cast one vote on any and all issues brought before the Board with the exception of the President who is allowed to vote only in the event of a tie. On occasion the Board may create or assign special committees as deemed necessary in the best interest of the association.
President – shall serve as Chief Executive Officer, seeing that all rules and regulations of the association are enforced, all expenses incurred are legitimate and kept to a minimum, and preside over all Board meetings.
Vice-President – shall assist the President in all areas of the association. In the event the President is unable to fulfill his or her duties as Chief Executive Officer the Vice-President will assume said responsibilities of the President.
Treasurer – shall be responsible for all monies and maintain all financial records of the association.
Secretary – shall keep minutes for all Board meetings and maintain all records of the association with the exception of financial records.
Reporter – will be responsible for all public relations, such as advertising each event; publishing points on a monthly basis and keeping the website updated and will also assist as Points Secretary. The Reporter will vote on all association matters.
Points Secretary – will be responsible for keeping show points in each event; will be responsible for posting the points and giving each show points to the reporter in a timely manner. The Points Secretary will vote on all association matters.
Directors – shall maintain the arena in such a manner as to give all contestants the best possible ground condition and see that all rules and regulations of the association are followed.
Rules & Regulations
There is no limit to the number of horses any one contestant can enter. However, ONLY immediate family members residing in the same household, i.e. mother, father, children or grandchildren, are allowed to compete on the same horse in the same class.
Points will be maintained on current members only and will be awarded on a ten (10) point system. 1st place receiving 10 points, declining by 1 point per placing thereafter to 10th place receiving 1 point. The rider, not the horse, accumulates points. When a member becomes ineligible, points will be dropped down to the next member.
If a contestant places multiple horses in the same “D”, contestant will receive points for the highest placing position only.
No member, Officer or Director shall willfully cause turmoil within the association or among its guests or host contractors.
The association will not tolerate disorderly conduct, profanity, public intoxication, cruelty to animals or any person, member or non-member. In the event of such an occurrence, and the severity, it is at the discretion of the Board of Directors to ask the offender to leave the event and/or forfeit any fees that have been paid. If a second offense occurs by the same individual and that individual is a member of the association, he or she could lose all accumulated points, membership in the association and/or be banned from association events for the remainder of the calendar year.
Exhibition barrels are limited to 60 seconds each and exhibition poles are limited to 90 seconds each in order to allow all participants the opportunity to exhibition their horse prior to the show. If a contestant exceeds this time limit, a $5 fine will be assessed and the contestant will not be allowed to compete in the next class or event until the fine is paid.
All contestants must enter and exit the arena, during exhibitions and competition, at a minimum of a trot.
Refunds of entry fees will be granted only if the rider or horse becomes injured, prior to his/her running position, in such a way that the rider or horse is unable to make a competitive run.
In the event of a timer failure, the contestant will be given the opportunity to re-run at the end of the class, with a fresh drag, or a refund of contestant’s entry fee less the sign up fee. If the run is a clean run, it will remain a clean run. A no time has the option to re-run as an exhibition on fresh dirt.
A knocked down barrel will result in a no time. (Exception of 7 & Under Class where it will be +5 sec. Penalty) However in the event a barrel is knocked down during an open /age group rollover run the rider has the option to pay a $10 buy back fee for their age group only. The stand alone age group run does not have the option of a buyback in the event of a no time.
If during a competitive run, a contestant circles any barrel more than one time a $5 fine will be accessed and the contestant will not be allowed to compete in the next class or event until the fine is paid.
Drag will be after every 5 runs on the ground.
All members are required to compete and work in 10 shows during the show season. A member must participate in each class in each of the 10 required shows in order to receive year end awards in each class. A worker substitute will be allowed to work for children; however, if the worker substitute is also a contestant, he or she must also meet their own work requirements.
If a member cannot attend a show, they must prepay for each class they want to enter including sign up fee in order to be given credit for that particular show and meet their work requirements as given in rule # 13. The member will receive a no time in each class that is entered for that particular show.
Members must compete and work in fundraisers. Attendance and work is mandatory and they will be considered point shows.
Only members who meet attendance, work and fundraiser requirements will be eligible for year-end awards.
If two or more contestants tie, the following will be used to break the tie for year-end awards: (a) most shows participated in (b) most 1st, 2nd & 3rd place finishes (c) lowest average time and (d) coin toss
Year end awards in each “D” will be based on total accumulated points by each rider.
Each member must sell a minimum of 25 fund raiser tickets in order to receive year end awards.
A $25 fee will be charged on all checks returned to the association due to insufficient funds. If there is a second occurrence by the same individual, he or she will be put on a CASH ONLY basis for the remainder of the year.
All contestants will receive a maximum of 3 gate calls. If the contestant is not making forward momentum by the third call, the contestant will be scratched and the entry fee forfeited.
Association jackets will be given to all members meeting the 10-show requirement regardless of point standings.
A points and financial audit will be performed at least half way through the season and at any other time at the discretion of the Board. Audit will be performed by Board members as well as a selection from the membership.
ALL RULES WILL BE ENFORCED WITH NO EXCEPTIONS. IT IS YOUR RESPONSIBILITY AS A PARTICIPANT TO BECOME FAMILIAR WITH THE RULES OF THE ASSOCIATION. ANY RULE OR REGULATION NOT PREVIOUSLY COVERED WILL BE GOVERNED BY A MAJORITY DECISION OF THE BOARD OF DIRCTORS BASED ON ITS OWN MERIT.
ALL DECISIONS ARE FINAL.

Any contestant entering more than one class on the same horse will make one run and that time will stand for both classes.
A contestant can only enter 1 age group class. Rollover from the Open is optional for your time to be rolled over to age group class.
If a barrel is knocked over during the Open, a contestant has the option to buy back for Age Group only for $10.00.
7 & Under – Open to any child 7 years of age or younger as of January 1st of the event year. Straight payout
Youth 4D – Open to contestants 18 years of age or younger as of January 1st of the event year. Equal payout.
19 & Over 3D – Open to contestants 19 years of age or older as of January 1st of the event year. Equal payout
Open 4D – Open to contestants of any age. Equal payout.

Awards
Year-end awards and the number of awards presented will be determined based on the number of participants in each class throughout the year. Each class will carry itself. No money will be taken from any class and added to another to purchase year-end awards.
Fund-raising committees may be formed by members appointed by the board to raise money for their specific class. The 7 & Under will be given a Trophy Buckle for the 1st place year-end winner. ALL participants qualifying will receive year end awards in the 7 and under class.
